The Securities and Exchange Commission (SEC), in partnership with the Institute of Corporate Directors (ICD), shared best practices in upholding corporate governance with representatives of the Lao Securities Commission Office (LSCO), as part of the continuing partnership among Association of Southeast Asian Nations (ASEAN) capital market regulators.
From December 1 to 12, 2025, the SEC conducted a secondment program for LSCO officers, namely Ms. Phonesavanh Phonepaseuth, Officer of the Securities Public Offering Supervision Division; Mr. Viladeth Thongvankham, Director of the Securities Public Offering Supervision Division; and Mr. Sonexay Vongphideth, Deputy Director of the Legal Division, at the SEC Headquarters in Makati City.
The sessions, which sought to strengthen corporate governance practices and promote regional standards under the ASEAN Corporate Governance Scorecard (ACGS) initiative, were facilitated by the SEC Corporate Governance and Finance Department (CGFD) and the ICD, the Philippinesโ domestic ranking body for the ACGS and one of the Commissionโs accredited training providers.
Throughout the program, the Lao participants were immersed in the Philippinesโ corporate governance framework, learning about the structure and evolution of the ACGS, the local assessment process, and the Commissionโs monitoring mechanisms for publicly listed companies. They also examined how the Philippines aligns its Code of Corporate Governance with ASEAN and global standards, such as the G20/OECD Principles, and identified regulatory gaps in Lao PDRโs current framework.
The secondees concluded their visit with a presentation on key learnings and identified areas for potential regulatory development.
The successful completion of the program reinforces the strong partnership between the Philippines and Lao PDR in advancing good corporate governance and supporting the development of transparent, accountable, and sustainable capital markets in the ASEAN region.
