As posted on BIR’s Facebook – Former Bureau of Internal Revenue (BIR) Commissioner Romeo Lumagui Jr. officially handed over the reins to newly appointed BIR Commissioner Charlito Martin R. Mendoza in a ceremony on November 17, 2025. The turnover ceremony was witnessed by the entire BIR family, with the regional offices attending online via Zoom.

Commissioner Mendoza emphasized the BIR’s urgent and non-negotiable top priority- to maximize revenues and close the gap between actual collections and collection targets.
He likewise reiterated the importance of earning public trust through service, “When people walk into our offices and experience clarity, courtesy, and consistency, their trust in us grows. And when trust grows, compliance follows naturally. This is how we change the narrative, not through slogans, but through service.”
He ensured each BIR employee that he will be with them and among them, and asked for their steadfastness and courage as they carry out their duty.
“Let us move forward together– with courage, integrity, excellence, and compassion, as one Bureau, for every Filipino. Para po sa bayan, tuloy tuloy po ang trabahong tapat,” he added.
The ceremony was followed by a meeting with the Assistant Commissioners of the Large Taxpayers Service and Operations Groups, and the Directors of the Revenue Regions.
